About This Office
Harbor House is a Domestic Violence Shelter and Substance Abuse Halfway House serving Tuscarawas and Carroll Counties in Ohio. As a division of Personal & Family Counseling Services of Tuscarawas Valley, Inc., we are dedicated to serving both victims of domestic violence and their children, as well as women who are recovering from substance abuse.
